Smart Charging Incentive Pilot

With the growing number of all-electric vehicles (EVs) in our area, it is increasingly important for Cobb EMC to understand our members' charging habits so that we can avoid the challenges of mass EV adoption while keeping our rates low and minimizing the strain on the electric grid. In fact, Cobb EMC is ranked #1 in Georgia for lowest rates among all reporting electric utilities according to the Georgia Public Service Commission 2023 and 2024 summer and winter residential rate surveys. 

To help us understand charging habits and encourage members to charge EVs at home during times of the day when the demand for electricity is the lowest, Cobb EMC is offering an incentive pilot that will allow us to research and learn about scheduled EV charging. This incentive pilot is designed for residential members who do most of their EV charging at home. Findings from this research pilot will allow Cobb EMC to better design future offerings and allow us to keep your rates low now and in the future. 

PILOT OVERVIEW:

Eligible members sign up and receive a one-time $25 bill credit upon pilot enrollment, followed by a $7.50 monthly bill credit for the duration of their active participation in the pilot (through February 28, 2026). Members who participated in 2024's pilot are eligible to sign up and will receive the $7.50 monthly bill credits, but are not eligible for the $25 enrollment credit.

Here's how it works:

Members are required to select one of two charging options for the pilot upon enrollment. During enrollment, members can check their vehicle's eligibility to determine which option they can enroll in. Some EVs may not be eligible for the Do It For Me Charging option, based on the vehicle's connectivity capabilities. These EVs may include Rivian, Chevrolet, Audi, Mercedes Benz, Mazda, Cadillac, Porsche, and Nissan. See Pilot Terms and Eligibility Requirements for details.

Telematics is a technology system that is already built into your EV. You can think of it as the computer system or “brain” of your vehicle. Telematics uses wireless telecommunication to send information from your vehicle to authorized parties. Telematics is important for this pilot, as it is the technology that will enable Cobb EMC to ensure the compliance with the pilot guidelines and send charging commands to your car (for members who select the Do It For Me Charging). Through your enrollment, Cobb EMC will be able to access your EV data on when vehicles are being charged and how much energy is used. You will allow Cobb EMC to connect to your vehicle’s telematics for this purpose. Telematics is achieved through wireless communication; no Wi-Fi or additional equipment is required for your car, charger or home.

Charging Options:

With this option, you are in control. Using the scheduled charging capabilities of your EV, you will schedule your car to charge during off-peak hours based on the season we are in. Cobb EMC will not send any charging commands to your EV.

The advantage of this option is that you maintain control of the timing of all charging sessions.

Summer charging hours: 12:01 a.m. – 1:59 p.m. and 7:01 p.m. – Midnight (Avoid charging between 2 p.m. – 7 p.m.)

Winter charging hours: 12:01 a.m. – 5:59 a.m. and 9:01 a.m. – midnight (Avoid charging between 6 a.m. – 9 a.m.)

We understand that things happen, and you may need to “opt out” and charge outside of the scheduled hours at times. You can still charge during the on-peak hours, but doing so will result in a “strike”. You are allowed two opt-outs or “strikes” per month, but a 3rd opt-out will result in the loss of your monthly $7.50 bill credit incentive.

Cobb EMC will send reminder emails ahead of the season change so that you can update your scheduled charging hours.

With this option, Cobb EMC will control your EV charging during on-peak hours. During these hours, Cobb EMC will send a stop command to pause charging at the beginning of the on-peak period and a start command to resume charging once the on-peak hours have passed. Note: Your vehicle must be plugged in at the beginning of peak hours to receive the stop charging command. If you return home in the middle of a peak period, you must refrain from plugging in your EV until peak hours have concluded, as your car would have missed the stop command and would by default, charge as normal, resulting in a strike.

The advantage of this option is that you do not have to worry about scheduling charging for your EV or EVSE. Cobb EMC does the work for you as long as your car is plugged in when peak hours take effect, and you are only restricted from charging during on-peak hours. The on-peak hours are the same for Do It For Me Charging as they are for Do It Myself Charging:

Cobb EMC will send reminder emails at the time of the season change so members are aware of the times at which Cobb EMC will be sending stop/start charging commands.

After selecting a charging option, follow these steps:

  1. Step 1: Enroll in the pilot

    To start your enrollment process online, you will provide basic information about your Cobb EMC account and your EV. You are required to confirm your vehicle's eligibility and log in to your account with your vehicle manufacturer. If you do not already have an account with your vehicle manufacturer, you will be prompted to create one.  

    During the enrollment process, you decide which of the charging options you'd like to participate in during the pilot, assuming that your vehicle is compatible with both options. See details.

  2. Step 2: Enrollment verification

    Once your enrollment has been received, Cobb EMC will confirm the electric account details provided and approve your enrollment. Once approval occurs, you will receive an email to confirm your successful pilot enrollment.

  3. Step 3: Charge your EV at specific times

    Avoid charging during on-peak hours every day, except for weekends and holidays. In the summer (April-October), these hours are 2 - 7 p.m., and in the winter (November-March), these hours are 6 - 9 a.m. 

    Based on your selection, you will either schedule your charging sessions yourself or allow Cobb EMC to do it on your behalf. You will also receive a reminder email ahead of each season change.

    Participating members will have opportunities to provide feedback through various communication channels such as surveys and focus groups. Members participating in the incentive pilot are expected to participate in one or more feedback sessions.

Smart Charging Incentive Pilot Terms and Eligibility Requirements

  1. The Smart Charging Incentive Pilot is limited to Cobb EMC residential members who live in single-family homes. ​
  2. Homeowners and renters are eligible if they are responsible for the electric bill in a single-family home. ​
  3. Participating members agree and must sign up for the pilot through the Cobb EMC branded OATI sign-up page with their vehicle telematics.
  4. The member must own or lease an all-electric vehicle that is eligible for the pilot. Note that some EVs may only be eligible for one of the options, depending on the vehicle’s connectivity capabilities. A summary is provided below, and eligibility will be further confirmed during the enrollment process.

  1. Members can enroll with more than one all-electric vehicle. Incentives will be paid per electric vehicle enrolled in the pilot. No more than two all-electric vehicles per household are allowed on the pilot. 
  2. This is an opt-in incentive pilot. Cobb EMC members with all-electric vehicles choose to participate or not participate in the pilot. 
  3. Fully enrolled members will receive a one-time enrollment bill credit of $25. Fully enrolled is defined as completing the enrollment form and being approved prior to the enrollment deadline of February 28, 2025.
  4. Members who actively participate each month will receive a monthly participation incentive for the duration of the pilot (March 1, 2025 through February 28, 2026). The monthly participation incentive will be a $7.50 bill credit, and there will be a one-month lag in payout to allow Cobb EMC time to confirm active participation and apply the bill credit. Active participation involves opting out twice per month or less. Opting out would involve charging during the on-peak/off-limit hours (2 - 7 p.m. in the summer and 6 - 9 a.m. in the winter). You must do most of your all-electric charging at home to be considered an active participant. In short, active participation is adhering to the desired charging behaviors, based on the season of the year.
  5. Members can still choose to charge during peak periods. However, if they charge during three or more of these periods in a month, the incentive will not be paid out for that month.
  6. Members can opt out of the pilot at any time by contacting gogreen@cobbemc.com and expressing interest in opting out entirely. Note that you will not receive a bill credit for the month you opt-out and moving forward.
  7. The Smart Charging Incentive Pilot is designed for residential charging. A member participating in the pilot is expected to do the majority of electric vehicle charging at home. If it is determined that very little electric charging is occurring at home, a member will not be eligible to move forward on the pilot. The purpose of the pilot is to determine future programs and benefits to encourage off-peak electric vehicle charging. 
  8. If a member charges during three or more peak periods during two or more consecutive months, the member will be removed from the pilot. No incentives will be paid for those months, or any months moving forward. Cobb EMC also retains the right to remove a member from the pilot at any time if they are not actively participating.   
  9. Members who are not home during peak periods and therefore not plugged in will be considered as exhibiting active pilot participation, as they would not be charging during the peak hours as expected in the pilot. However, if a member returns home in the middle of peak hours, they must refrain from charging to still be considered an active participant (adhering to the desired charging behavior).  
  10. If a member's car gets disconnected from the program, Cobb EMC will notify you. Member must reconnect their vehicle within 30 days of this notification, or the member will be removed from the pilot. No incentives will be paid for those months, or any months moving forward. Cobb EMC also retains the right to remove a member from the pilot at any time if they are not actively participating. 

 

Frequently Asked Questions

​​​​​​You will receive your one-time bill credit of $25 for pilot enrollment within 1-2 bills following your enrollment (depending on your billing cycle). The monthly bill credits of $7.50 will be applied moving forward for all months where you actively participate. Note that there will be a one-month lag in payout for these monthly credits to allow Cobb EMC time to confirm active participation and apply the bill credit.

Members will be asked to review the details of each of these options and make a selection when they enroll. ​​​​​​No. Cobb EMC will be able to send the commands to stop/start charging without any additional equipment needed in your home. This is done through your electric vehicle’s on-board telematics. This data is accessed through your EV's manufacturer's telematics cloud and allows Cobb EMC access to various data like make/model, charge status, and battery capacity. You allow access to this data when you sign up for the pilot. 

​​​​​​The only time when you’d need to be mindful is if you are not home at the beginning of peak hours but return to your home while peak hours are still in effect. If this is the case, you would need to refrain from plugging in your EV until peak hours have passed. This is because with the Do It For Me Charging option, Cobb EMC sends commands to your EV to pause charging at the beginning of peak hours, and start charging again once peak hours are no longer in effect. However, if you are not home when Cobb EMC sends the pause charging command at the beginning of peak hours, your vehicle will miss the command. This means that if you plug in in the middle of peak hours, your car will charge as normal, and this will result in a strike in the pilot.  

​​​​After you enroll in the pilot and provide your vehicle information, Cobb EMC, through our pilot partner OATI, will collect charging information data from your vehicle. This information will be used to 1) ensure pilot participation, 2) study EV charging characteristics, and 3) help us plan for a more resilient grid both now and in the future.

It should be noted that the data collected is the same, regardless of which charging option you select. 

Your data is secure and will never be sold or used for any purposes other than what is stated above.

​​​​​Members can switch their charging option one time during the pilot. They may do so by emailing gogreen@cobbemc.com to initiate the switch.

​​​​On-peak hours are times of day when the demand for electricity is at its highest. During the summer months, on-peak hours are from 2 - 7 p.m., and during the winter, they are from 6-9 a.m. These hours are in effect every day, except for weekends and holidays. Members should avoid charging during these hours whenever possible. If you must charge during these hours, doing so will result in a “strike”. Two strikes per month are permitted, but a third strike would result in the forfeiture of the $7.50 monthly bill credit for active pilot participation.

​​​​​Summer months are April through October, and during these months, on-peak hours when charging should be avoided are 2 - 7 p.m. Winter months are November through March, and the on-peak hours to avoid are 6 - 9 a.m.

​​​​​Yes, members can enroll with more than one electric vehicle. Incentives will be paid per electric vehicle enrolled in the pilot. A member may have up to two electric vehicles enrolled in the incentive pilot per household. 

​​​​​Active participation involves opting out twice a month or less. Opting out would involve charging during the on-peak/off-limits hours (2 - 7 p.m. in the summer and 6 - 9 a.m. in the winter). In short, active participation is adhering to the desired charging behaviors, based on the season of the year. 

Active pilot participation is important to adhere to so that you can receive your monthly bill credit of $7.50.

​​​​​​If you move from one Cobb EMC home to another home also powered by Cobb EMC, you may continue your pilot participation at your new address, if the new home still meets our pilot eligibility requirements. Please be sure to mention this when you transfer service or email our pilot administrators directly at gogreen@cobbemc.com to ensure a smooth transition. If you move to a new home outside of Cobb EMC’s service area, your participation will discontinue when you move. The last bill credit you receive will be for the last full month you lived in your home. For example, if you move on January 3, 2026, your last bill credit would be for the month of December 2025, assuming you actively participated that month (less than two opt-outs). No credit would be given for the first three days in January.

​​​​​​Members who are not home during peak periods and not plugged in will be considered as exhibiting active pilot participation, as they would not be charging during the peak hours, the compliant charging behavior. However, if a member returns home in the middle of peak hours, they must refrain from charging to still be considered an active participant (adhering to the desired charging behavior). 

​​​​​For purposes of this incentive pilot, no it does not. You may use public charging however and whenever you wish.

​​​​​To opt out, simply override the settings and charge your car when you need to charge it during peak hours. This can be done through your EV’s mobile app, smart charger, or by simply unplugging and plugging the car back in. Note that currently, there is no way to opt-out ahead of an event. You must override and initiate charging during peak hours if you wish to opt out.

While we do not encourage this, you are permitted two opt outs a month before you lose your monthly bill credit.

​​​​​To opt out of the incentive pilot entirely, email gogreen@cobbemc.com. Note that the last bill credit you receive will be for the last full month you participated in the pilot. For example, if you opt out of the pilot on January 3, 2026, your last bill credit would be for the month of December 2025, assuming you actively participated that month (less than two opt-outs). No credit would be given for the first three days in January.

​​​​​Yes. A member can be removed from three reasons:

  1. 1. If a member charges during three or more on-peak periods for two or more months in a row, the member will be removed from the pilot. No incentives will be paid for those months, or any months moving forward.
  2. 2. Members can also be removed from the program if their car gets disconnected and they do not reconnect within 30 days of being notified by Cobb EMC. 
  3. 3. Members can be removed if it is determined that they are not doing a majority of their EV charging at home. The best way to ensure you remain in the pilot is by actively participating each month.

​​​​​The purpose of the Smart Charging Incentive Pilot is to determine future programs and benefits for electric charging at home to encourage off-peak charging.  Typically, plug-in hybrid electric vehicles use less kilowatt hours (kWh) for charging compared to all-electric vehicles. To set an adequate baseline and identify programs that will maximize a shift from on-peak to off-peak charging, it is best to limit the pilot to all-electric vehicles. 

​​​​​Part of the success of the Smart Charging Incentive Pilot relies on evaluating the charging behaviors of different Cobb EMC members. Allowing more than two vehicles per household into the pilot, can limit the variety of charging behaviors evaluated and reduce the effectiveness of the incentive pilot. It’s important to get as many different members to participate in the pilot as possible.   

​​​​​​No. All communication for this pilot is achieved through your vehicle’s onboard telematics. Telematics does not rely on Wi-Fi, so the Wi-Fi signal in your garage would not pose an issue.

​​​​​​It depends. This pilot is designed for residential members who do most of their EV charging at home. If you are out of town for a 2-to-3-week vacation, this would likely not pose a problem. Cobb EMC may reach out to you if we notice a prolonged period of no charging, but this timeframe is acceptable. However, if you are out of town for several weeks or even months of the pilot, you would not be fully participating. If this is the case, this pilot is not a good fit for you.

​​​​​​Yes, your guests would be able to charge during peak hours and this would not result in a strike for you for the pilot. Since you enroll in the pilot with your vehicle, another vehicle charging during peak hours would not have an impact on your active pilot participation.

​​​​​​No, there is not a specific amount of charge that is required for you to participate. You do not have to charge at home every day. However, if Cobb EMC sees that you are not charging at home at all or only in very limited quantities, this pilot may not be a good fit for you, as it is designed for members who do most of their charging at home.

Yes, if you would like to participate in the pilot, you would need to have access to your EV telematics and allow Cobb EMC access through the enrollment process.

Yes, rooftop solar can be combined with the Smart Charging Incentive Pilot.

Starting and stopping your charging several times during the same peak period would result in one strike. Only one strike will be given per day or peak period.
