What is the Even Bill rate?
The Even Bill Rate allows you to pay the same monthly bill amount for one full year.
How is the Even Bill rate calculated?
There are two components:
- A base charge that is determined by averaging the most recent 12 months of electric bill history plus an 8 percent risk premium (effective January 1, 2019) that is used to cover environmental factors such as weather or lifestyle changes.
- State and local taxes.

Can I opt in for the Even Bill rate at any time?
The Even Bill rate is available to members who have 12 months of billing history at their specific service location.
If I switch my rate to the Even Bill rate, how long do I have to stay on it?
Members who sign up for Even Bill must remain on the rate for 12 consecutive months.
What happens at the end of the required 12-month period?
Your base charge is automatically recalculated at the end of the 12-month billing period.
How will I be notified when my bill is recalculated at the end of the 12-month period?
Members will receive a bill message on the twelfth billing statement explaining that a new base charge has been calculated and will be effective on the next billing statement.
Is there a true-up or deferred amount I must pay if I use more electricity than expected?
With the Even Bill rate, there is no true-up or deferred amount that you will pay at the end of the full year (12 consecutive billing periods). However, the base charge may change within the billing year if electric use increases 50 percent or more as compared to the same month in the previous year.
Who is eligible to sign up for the Even Bill rate?
New and existing residential members are eligible to sign up for the Even Bill rate, if the service location has 12 consecutive months of usage history. Members enrolled in Budget Billing or Rooftop Solar are not eligible for the Even Bill rate.
